The Maritime and Port Authority of Singapore (MPA) has announced the issuance of eight new licences to supply liquefied natural gas (LNG) as a marine fuel, effective from 1 September 2026. This initiative aims to expand Singapore’s bunkering capacity, strengthen the supporting ecosystem for growing demand, and reinforce its position as a multi-fuel bunkering hub.
The licences have been awarded to Aramco Trading Singapore, Equatorial Marine Fuel Management Services, ExxonMobil Asia Pacific, PetroChina International, Shell Eastern Trading, Sinopec Fuel Oil, TotalEnergies Gas & Power Asia (TEGPA)-Sembcorp Fuels Joint Venture, and Vitol Bunkers. Selection was based on supply capabilities, commercial plans, operational experience, safety standards, and the ability to mitigate methane slip while supporting lower-emission alternatives like liquefied bio-methane and e-methane.
Valid for five years until 31 August 2031, the licences require providers to deliver end-to-end services, including fuel supply, storage, cargo transfer, and delivery. Additionally, MPA and Enterprise Singapore will upgrade the Technical Reference for LNG Bunkering to a Singapore Standard in August 2026 to enhance safety requirements, bunkering procedures, and crew competencies.
