PhilaPort Board Appoints Rich Lazer as New CEO

The Board of Directors of PhilaPort has selected Rich Lazer as the next Executive Director and CEO, effective June 1, 2026. Lazer, who has served on the PhilaPort Board since 2019 and currently leads the Philadelphia Parking Authority, will succeed Jeff Theobald. The appointment follows a global search conducted by Korn Ferry that attracted over 100 applicants, aiming to maintain the port’s status as one of the fastest-growing maritime hubs in the United States.

Lazer brings extensive experience in labor relations and public-sector leadership, having previously served as Philadelphia’s Deputy Mayor for Labor. He steps into the role following a decade of significant growth under Theobald’s leadership, during which the port doubled its cargo volumes, secured 180 acres for expansion, and completed the Delaware River Main Channel Deepening Project. The transition occurs as PhilaPort reaches financial self-sustainability and advances nearly $1 billion in capital improvements, including the launch of a new cruise terminal.

As the incoming CEO, Lazer will oversee strategic priorities and long-term growth initiatives to further job creation and investment in Philadelphia and the Commonwealth. Outgoing CEO Jeff Theobald expressed confidence in the transition, noting the organization’s strong foundation and modernized facilities.
